Description
GENERAL PURPOSE:The Recreation Specialist is responsible for
assisting with the coordination and planning of recreational
programming and related work as required for the City's Parks and
Recreation Department. This position includes assisting with the
planning, organizing, and directing of a comprehensive recreational
program, the organizing and promoting of special events, and the
maintaining of program and facility safety. This work is performed
under intermediate supervision - the incumbent performs a variety
of routine work within established procedures and receives detailed
instructions on new projects and assignments; work is reviewed
periodically through conferences and written reports for adherence
to established policies and procedures.
Examples of Duties
ESSENTIAL FUNCTIONS:NOTE: The omission of an essential function

with programs and activities through supervising program
participants to ensure the safety, general welfare, and enjoyment
of the general public.Assists in preparation, scheduling, and
execution of various programs, venues, and leagues.Creates various
flyers, newsletters, promotions, and announcements for programs and
activities as directed.Organizes release of correspondence to
notify community of athletics programs, community activities, and
special events.Monitors supplies and requirements of recreation
activities and athletics programs and coordinates with supervisor
to ensure ample supply.Performs routine administrative/clerical
support duties, e.g., maintains various records, program statistics
and files; program and activity scheduling.Provides excellent
customer service to all customers in all situations; face-to-face,
telephone, email, etc.Performs light custodial duties, e.g.,
maintains recreation equipment, maintains cleanliness of
facilities, performs set up and break down duties for activities
and special events.Assists in the planning and operations of
special events; prepares publicity on recreational activities and
programs; may drive passenger van to program activities.Makes
reservations for facilities with current reservations software;
oversees collecting of and accounting for fees, charges and
disbursements; deposits collected monies; maintains records of
revenues, expenses, and deposits.Responds to inquiries and
complaints from the general public; arranges for public
notification of programs and events.AquaticsParticipates in the
selection, scheduling, and assigning of Lifeguard duties.Assists
with the scheduling of lifeguards to ensure that adequate coverage
of pool areas is maintained during operating hours, and help
oversee the daily part time lifeguards.Fills in for lifeguards as
necessary.Leads supervision for swim instructors: schedules,
coordinates, and conducts private, semi-private and group swim
lessons.Conducts safety checks of facility and coordinates
maintenance and repairs.Inventories and recognizes when supplies or
equipment need to be ordered and communicates the needs to the
Aquatics Superintendent.Informs aquatics Superintendent pool
maintenance needs including cleaning, chemical adjustments, and
repairs.Functions as a Lifeguard and/or cashier handling
responsibilities including monitoring pool activities, applying
first aid, and performing water rescues as necessary.Interfaces
with patrons regarding concerns, problems, or any other significant
issues. Provides input and feedback while responding to
problems.Leads supervision of Lifeguards: schedules, coordinates,
and conducts Inservice training.Works closely with Aquatics
Superintendent to ensure that lifeguards are fully competent in
first aid, CPR, and all water rescue techniques.Leads and organizes
events and programs at the pool.Works closely with Aquatics
Superintendent to ensure that aquatic programs are occurring as
desired and assists with the overall management of swimming
eventsPerforms other work as assigned.KNOWLEDGE, SKILLS, AND
ABILITIES:General knowledge of the principles and practices of
community leisure services administration.General knowledge of
occupational hazards, safety rules, and practices of the
work.General knowledge of a wide range of recreational and athletic
activities, related facilities and equipment with experience in
oversight of Summer Camps, After School Programming, Teen, Senior
and Aquatic programming.Skill in the operation of modern office
equipment, computers, and software, including Microsoft Office
applications (Word, Excel, PowerPoint, etc.).Ability to learn and
be competent in various computer software programs (CLASS, RecTrac,
MainTrac, etc.).Ability to establish and maintain effective
relationships with employees, supervisors, city officials, and the
general public.Ability to communicate information tactfully and
impartially, both in person and in writing with all staff, city
officials, and the general public.Ability to demonstrate
proficiency in the City of Winter Park Core Competencies.Ability to
understand and follow oral and written instructions and keep
accurate records.This position is performed with general knowledge
- the incumbent is generally familiar with information contained in
relevant source documents or information in a particular subject
field; has ability to use relevant sources to obtain specific or
supplemental information.
Typical Qualifications
MINIMUM QUALIFICATIONS:Associate's degree or equivalent,
supplemented by at least one year of responsible experience in
recreation or leisure services.AquaticsMust have availability on
nights, weekends, and holidays.Must currently hold WSI, LGI, and
Lifeguard certification, preferably r.24 (American Red
Cross).*Part-time employees only - Scheduled hours vary from 25 -
40 hours a week during peak season.An equivalent combination of
education, training, and experience may be considered, which
provide the necessary knowledge, skills, abilities, and other
competencies required for the position. CERTIFICATIONS, TRAINING,
SPECIAL REQUIREMENTS:NOTE:All certifications must be current at the
time of application and must be maintained as a condition of
continued employment.Possess and maintain a valid State of Florida
Driver's License, Class E or higher.Must obtain CPR and Advanced
First Aid within six months of hire.

OTHER REQUIREMENTS:PhysicalThis is light work requiring the
exertion of 0 - 20 pounds of force occasionally and 0 - 10 pounds
of force frequently to lift, carry, push, pull, and reposition
objects.Ability to traverse about a variety of city
facilities/jobsites, with or without reasonable
accommodation.Ability to remain stationary at a keyboard for
extended periods of time and continuously operate a computer and
other office productivity machinery, such as a calculator, copy
machine, and printer.Ability to manipulate objects and demonstrate
small, precise movements repetitively.EnvironmentalTasks may
require frequent exposure to adverse environmental conditions
including inclement weather, sun, extreme temperatures, odors, dirt
and dust, loud noises, and hazardous chemicals, etc.SensoryTasks
require the manipulation of objects and demonstration of small,
precise movements, the ability to detect and distinguish various
features of one's surroundings, and the ability to effectively
communicate and exchange information with others.
