Job Description BAE Systems, Inc. is currently recruiting for a
Program Manager to serve as the Deputy DDG Program Director
(Program Manager II) supporting the Jacksonville Ship Repair
business. As the Deputy DDG Program Director you will manage,
coordinate, plan, organize, control, integrate, and execute a
project or collection of projects across a wide variety of contract
structures. You will ensure achievement of financial, schedule,
technical, and new business performance objectives; participate in
the support of new business and in the development of financial
plans for the company. Further, our Program Managers act as leaders
and initiators in Environmental and Safety, ensuring team
compliance with all company & OSHA-regulated safety
requirements/standards, and environmental regulations as permitting
requirements.Essential duties and responsibilities include the
following:
- The successful candidate will have an intimate understanding of
the U.S. Navy customer and U.S. Navy customer vessels.
- Successful candidate must have extensive experience in leading,
developing and mentoring people. Direct "People Management"
responsibility is required.
- Successful candidate will have experience leading within large
organizations and leading successfully through organizational
change. Optimum candidate will have experience leading large
organizations.
- Oversees project staffing requirements to ensure requirements
met within budgetary constraints, and to ensure project team talent
mix (personalities, experience, relative strengths & weaknesses)
are balanced and optimized.
- Conducts regular reviews of program performance through
measurement to ensure program objectives are met, including budget
and time constraints. Maintains and complies with BAE Systems Life
Cycle Management (LCM).
- Able to coordinate, plan, organize, control, and integrate a
portfolio of projects. Ensures achievement of financial, schedule,
technical, and new business performance objectives. Participates in
the development of financial plans for the company. Assists with
new business initiatives in market adjacencies while reinforcing
and further growing the company's position in existing
markets.
- Models and demonstrates strong leadership in ethics, safety and
security.Works with and integrates support matrix functions (Supply
Chain, Contracts, Finance, Production, Facilities, Planning,
Estimating, Business Development, Scheduling, Programs, etc.) to
achieve business goals across the spectrum of business activities.
Establishes and clearly communicates program vision, implementing
service delivery methodologies and processes across multiple task
orders while maintaining a level of program structure, program
quality, and operating within Government-defined standards. Manages
and directs scheduling and progress of projects of all contract
types, including Firm Fixed Price and Cost Plus.
- Ensures compliance with NAVSEA Standard Items and other
contractual requirements.
- Coordinates, prioritizes, and synchronizes the advanced
(B&P) and in-execution planning of Firm Fixed Price and Cost
Plus projects.
- Assists in work item development, milestone establishment and
sequencing and compliance with technical and contractual
requirements.
- Directs Document Control processes vis a vis Charge Code
development, budget distributions, and formal communications to the
government.
- Produces project and portfolio management tools to enhance
productivity. Establishes controls for monitoring and tracking
progress, status and performance for each contract. Develops and
analyzes metrics to drive behavioral changes and process
improvements in cross-functional areas of planning, cost
performance, and schedule performance to enhance profitability and
long-term growth. Benchmarks project, program, and portfolio
performance; provides business insights to the Senior Leadership
Team while advising on priorities, actions and critical decisions.
Develops solutions to complex problems, which require the regular
use of ingenuity and innovation. Ensures solutions are consistent
with organization objectives.
- Assesses and makes recommendations regarding resourcing
forecasts, allocation priorities, and performance to plan across
the Portfolio of work. Integrates with Finance to align
performance/resourcing plans with Sales forecasts. Foresees
resourcing constraints and develops options to mitigate. Also leads
in strategy development and decision-making regarding "Make vs.
Buy" (subcontracting) decisions.
- Participates in contract negotiations and changes; assists with
coordination and preparation of proposals, business plans,
operating budgets, and financial terms/conditions of the
contract.
- Participates in strategic business planning, business
development activities, solution development, and assists with
driving innovation and alignment of corporate investments with new
and emerging customer needs. Identifies opportunities for growth.
Integrates with Estimating and Proposal Development teams to inform
Capture decisions on upcoming opportunities. Integrates with
Procurement to identify new partners and vendors and develop
relationships that contribute to business-building and
redundancy/resilience-building.
- Work is performed independently, without appreciable direction,
to achieve company objectives. Exercises considerable latitude in
determining objectives and approaches to assignment.
- Identify and assess project risks and issues, and develop
resolutions to meet productivity, quality, and client-satisfaction
goals and objectives.
- Interacts with senior management and others concerning matters
of significance to the company. Conducts business and technical
briefings for senior and top management for external
representatives.
- Responsible for maintaining contract documentation, including
all correspondence, change orders, etc.
- Accountable for contract execution in compliance with all state
and federal safety and environmental guidelines, and BAE Systems
company policies and procedures.
- Coordinates and approves all changes to project requirements or
plans, receiving customer approval when required.
- Accountable for daily contact with customer's representatives
to report status, resolve issues and negotiate changes to contract
requirements, whether schedule, technical or financial.
- Carries out managerial responsibilities in accordance with the
organization's policies and applicable laws.
- Responsible for training, hiring, performance development,
evaluations and advancements of Department personnel.
- Manages and provides direction and oversight to the Department
personnel.
- Manages time collection and time charging for direct reports
and approve timesheets in accordance with BAE Systems Time
Collection Policy.
- Must be physically able to access and tour all spaces on board
vessels and within the facility.
- Other duties may be assigned.Required Education, Experience, &
Skills
- Bachelors Degree and 10 years of experience.
- We may substitute equivalent experience, training and/or
certifications for the degree. Relevant experience is job-related
work that provides the necessary knowledge, skill, and abilities to
perform the leadership role (position).
- The physical demands described here are representative of those
that must be met by an employee to successfully perform the
essential functions of this job. Must be able to tour all vessels,
docks, piers, shops and work sites.
- While performing the duties of this job, the employee is
regularly required to stand; walk; use hands to finger, handle, or
feel; reach with hands and arms; talk or hear; climb or balance,
stoop, kneel, crouch, or crawl. The employee must occasionally lift
and/or move up to 25 pounds. Specific vision abilities required by
this job include close vision, distance vision, peripheral vision,
depth perception, and ability to adjust focus.
- Ability to apply mathematical operations to such tasks as
frequency distribution, determination of test and reliability and
validity, analysis of variance, correlation techniques, sampling
theory, and factor analysis. Ability to apply a high-level
budgeting/accounting skills to execute contract ensuring
profitability and customer satisfaction.
- Ability to define problems, collect data, establish facts, and
draw valid conclusions. Ability to interpret an extensive variety
of technical instructions in schematic, blueprint, mathematical, or
diagram form and deal with several abstract and concrete
variables.Preferred Education, Experience, & Skills
- The ideal candidate will have 15+ years relevant experience
with both a Bachelor's Degree and a Master's Degree
- Project Management Professional (PMP) certification is valued.
Pay InformationFull-Time Salary Range: $133333 - $226667Please
note: This range is based on our market pay structures. However,
individual salaries are determined by a variety of factors
including, but not limited to: business considerations, local
market conditions, and internal equity, as well as candidate
