(60055768)**ANTICIPATED VACANCY**The Florida Department of Children
and Families (DCF or Department) is the state of Florida's social
services agency. The agency oversees services for child safety,
fostering, adoption, domestic violence, adult protective services,
refugees, homelessness, mental health, substance abuse, childcare
providers, human trafficking, and public assistance. The agency's
mission is to work in partnership with local communities to protect
the vulnerable, promote strong and economically self-sufficient
families, and advance personal and family recovery and
resiliency.Within DCF, the Substance Abuse and Mental Health (SAMH)
Program office is recognized as the single state authority for
substance abuse and mental health services. The Office of SAMH is
statutorily responsible for the planning, evaluation, and
implementation of a comprehensive statewide system of care for the
prevention, treatment, and recovery of children and adults with
serious mental illnesses or substance use disorders.TO BE

APPLICATION.THIS IS NOT A TELEWORK POSITION. CANDIDATE WILL BE
REQUIRED TO WORK IN THE Jacksonville OFFICE.This is a highly
responsible and professional position that will serve as a Human
Services Program Director within the SAMH Regional Office. This
position will provide oversight for the regional compliance
technical assistance and monitoring activities; ensure technical
assistance and training. This position will collaborate with each
section within the program office and be required to use
independent judgement, take initiative in carrying out duties and
responsibilities and should be detail oriented.Specific Duties and
Responsibilities include:
- This is professional work supervising and directing employees.
The primary duty of the incumbent in this position is to spend the
majority of their time communicating with, motivating, training and
evaluating employees, planning and directing their work; and having
the authority to effectively recommend actions such as: hire,
transfer, suspend, layoff, promote, discharge, assign, and reward
or discipline direct reports. Evaluates employees against
established standards and takes appropriate actions when necessary
(i.e. recognition, reward, corrective action, etc.).
- Provide oversight for the regional compliance technical
assistance and monitoring activities; ensure technical assistance
and training is provided related to SAMH programs. Completes,
organizes, and maintains monitoring documentation in accordance
with unit standards and record retention requirements.
- Provide oversight for the regional complaint hub to ensure
inquiries or complaints to ensure complaint resolution. Prepares
correspondence and reports that meet standards for content and
style.
- Serve as a subject matter expert on the Managing Entity
Continuing Oversight Team as specified in Section 287.057(26), if
applicable. Cultivate sustainable relationships through open and
interactive communication.
- Recommend and initiate quality improvement strategies and
quality control. Works with staff to identify error trends. Acts as
a facilitator for quality improvement efforts. Analyzes data from
all levels of monitoring including qualitative and quantitative
data. Prepares reports and presentations. Monitors and evaluates
operational outcomes. Assists with operational planning and service
delivery. Cultivate sustainable relationships through open and
interactive communication. Present information to management
effectively.
- Develop and provide training regarding the Departments
communication procedures, guidelines, and policies.
- Performs other duties as required to meet program and
departmental goals and objectives.Emergency ResponseIn response to
emergency events, the incumbent may be required to work irregular
hours, to work more than 8 hours per day, to work extended periods
(including weekends and holidays), to work at locations other than
their official headquarters, and to perform duties in addition to
those outlined in the position description. Deploy to communities
affected by natural disasters within 24-48 hours of impact to
represent the organization to promote and implement post-disaster
services.This team member understands the conditions necessary to
launch substance use and mental health interventions and services
when appropriate and builds the pathways and partnerships to
achieve established goals.This leader will be responsible for the
following activities while on deployment:
- Assess the impact, needs and assist with the development of a
response strategy and goals for the impacted community and
implement disaster response plans.
- Recommend deployment strategies to provide direct
assistance.
- Coordinate psychological and mental health resources and
services for individuals, first responders, and communities
impacted by disasters.
- Provide critical information to the Department and
stakeholders.Knowledge, Skills and Abilities required for the
position:
- Knowledge of the methods of data collection and analysis.
Knowledge of basic management principles and practices. Ability to
supervise people. Ability to determine work priorities, assign
work, and ensure proper completion of work assignments. Ability to
communicate effectively. Ability to establish and maintain
effective working relationships with others. Ability to understand
and apply applicable rules, regulations, policies and procedures
relating to management analysis activities. Ability to collect,
evaluate and analyze data to develop alternative recommendations,
solve problems, document workflow and other activities relating to
the improvement of management practices. Ability to organize data
into logical format for presentation in reports, documents and
other written materials. Ability to conduct fact-finding research.
Ability to solve problems and make decisions. Ability to work
independently.Minimum Qualifications:
- Two years of professional experience supervising or serving in
a leadership role.
- One year of experience writing formal business communications,
including emails.
- A bachelor's degree from an accredited college or university is
preferred and four years of professional experience in systems
analysis, management analysis, program planning, program research,
program evaluation, engineering or administrative work.
- A master's degree from an accredited college or university can
substitute for one year of the required experience.
- Professional experience as described above can substitute on a
year-for-year basis for the preferred college education.Benefits of
